Kadyrov has been officially accused by the prosecutor-general of organizing mass disorder in the town of Balykchi during the July 23 voting.
As a parliament member, Kadyrov has immunity and cannot be detained or arrested.
Fourteen Kyrgyz politicians and activists were arrested in Balykchi and charged with publicly calling for the overthrow of the government, organizing a mass disorder, and violent resistance to police.
The lawyers for the accused and opposition activists say the case is politically motivated.
