Just two days after the signing of the plan called "Veracruz Seguro" by representatives of the federal government and the state government of Veracruz, 32 bodies were found in 3 houses, and another 4 bodies were found on the same day, October 6, in nearby locations.
A statement by the Mexican Navy declared that members of naval special forces found human remains of respectively 11 and 20 people in areas of Costa Verde and Jardines de Virginia. On the same day, October 6, another cluster of corpses were found. The Navy stated that these crimes were targeted executions masterminded by organized criminal groups.
On October 2, Catholic Bishop Eduardo Porfirio Patiño Leal of Cordoba, a town in the State of Veracruz, had asked on behalf of the Catholic Church that the government should begin to restore public confidence in the police, in order to live in peace. Bishop Patiño Leal asked for calm on the part of the people of Veracruz as members of Mexico's armed forces began patrolling their city. The bishop sought to reassure anyone fearing roadblocks and questioning by police and the military, saying "whoever has no sin, has nothing to fear."
Unfortunately, violence in the area has increased recently. In September, in the same area, 35 people were found killed by the underworld. On October 4, Francisco Blake, Mexico's Minister of Government, announced along with Governor Javier Duarte of Veracruz that national and state law enforcement would be cooperating in Operation "Veracruz Seguro" after the discovery of 35 bodies of suspected cartel members of drug traffickers belonging to the Zeta group.
