The issue is that the words 'clean coal' imply that burning coal is somehow environmentally friendly. Ammonia, as you may recall, was one of the first chemical agents used in human history, during WWI. Pardon me if I don't want it floating around, at anywhere near unsafe levels, in the air.
Secondly, the soot and particulate matter isn't the issue - The issue is the carbon and sulphur outputs that are the result of burning coal. The carbon itself is suspended high in the atmosphere, depending on the size of the smokestack, and once there is rain, the carbon dissolves into the water, forming carbonic acid, and of course, sulphuric acid. As late as 1990, rain fell on Scotland with an acidity similar to vinegar. Think about what will happen to kids when acid rain with the same pH as vinegar falls from the skies.
This is the single most misleading and self-indulgent article on coal power that I've ever heard. Do your research before you engage in what is at best, undoubtedly irresponsible, and at worst utterly sycophantic lobbyist journalism.
